After the fall of PlanetQ, they came back with a new site: ZonaQ, PlanetQ had a lot of reputation and was a great tracker, but they had hacking problems and closed PlanetQ for security, now ZoneQ is stronger and grows very fast. Definitely a great place for Hispanic people.
The tracker does not have the FAQ and Rules section as such, but for that they are the forums, where you can ask anything you have doubts, also the staff and the members are friendly and make the site a better place, and the interface is nice
