DECISION no. 24 of 14.05.2020 on the approval of the establishment of the state of alert at national level and of the measures for prevention and control of infections, in the context of the epidemiological situation generated by the SARS CoV-2 virus


Art.1 - Starting with 15.05.2020, the State of Alert is declared at national level, for a period of 30 days.
Art.2 - The measures for the prevention and control of infections, applicable during the alert state, are provided in the annex, which is an integral part of this decision.
Art.3 - The rules for carrying out activities that require specific health protection measures shall be adopted by joint order of the Minister of Health and the Minister of Health.

Art.4 - For other measures than those provided in art. 3, necessary for the fulfillment of the present decision, the central and local public administration authorities issue

Art.5 - In applying the provisions of art. 7 1 of the Government Emergency Ordinance no. 11/2020, on emergency medical stocks, as well as some measures related to the establishment of quarantine, approved with amendments and completions by Law 20/2020, with subsequent amendments and completions, and GD no. 557/2016 on risk type management, the secretary of State, head of the Department for Emergency Situations within the Ministry of Internal Affairs, orders, in collaboration with the Ministry of Health, by order of the action commander, the necessary measures to prevent and combat SARS-CoV-2 coronavirus infections, in response to national level.
Art.5 - This Decision is published in the Official Gazette of Romania, Part I.

DECISION no. 26 of 28.05.2020 on the proposal to amend / supplement / relax the measures to prevent and combat the effects of the COVID-19 pandemic ordered during the state of alert


Art.1 - Starting with June 1, it is allowed to organize and conduct outdoor sports competitions, without spectators, in compliance with the protection measures
established by the joint order of the Minister of Youth and Sports and the Minister of Health, issued pursuant to art. 43 and of art. 71 para. (2) of Law no. 55/2020.
Starting with June 1, it is allowed to organize and conduct shows, concerts, other outdoor cultural events, as well as public and private festivals, with the participation of up to 500 spectators with seats at least 2 meters away. , to each other, wearing a protective mask and compliance with the conditions established by the joint order of the Minister of Culture and the Minister of Health, issued pursuant to art. 44 and of art. 71 para. (2) of Law no. 55/2020.
Art.3 - Starting with June 1, the restrictions / prohibitions regarding the movement of persons outside the locality / metropolitan area are lifted.
Art.4 - Starting with June 1, the international railway transport of persons by regular services, special regular services and occasional services in traffic is resumed
