It seems that many users do not understand what H&R means. So I'm back with an update H&R comes back if you don't do the 1:1 ratio or don't stay on seed for 4 days aka 96 hours. However, I've seen users who buy that H&R. You don't have to buy it, it's not a glitch if you read it, you have a week to restore your ratio or seed to that torrent, only then will you receive Warn and Disable download, of course if you exceed 15 torrents and you just started all of them, the system will disable download from the start, but try not to download a large number of torrents at a time until the old ones are finished.
Once again, if you receive a warning, this does not mean that you are warned, only that you have a week to restore your ratio to that torrent.
