Roger Binny, the president of the Board of Control for Cricket in India (BCCI), has appointed joint secretary Devajit Saikia as the interim secretary of the board. The BCCI president has applied his special powers given in the constitution.
Article 7.2 (d) in the BCCI constitution says, "The President shall, in the event of a vacancy, or indisposition of an office-bearer, delegate the functions to another Office-Bearer, delegate the functions to another Office-Bearer, until the vacancy is duly filled up, or the indisposition ceases."
However, there is no clarity if the arrangement is till September, when the next three-year cycle of BCCI elections are due, or till the time a new secretary is elected. Binny's authorisation mail delegating the secretary's functions to Saikia, curiously enough, has not gone to any state association. Only Saikia has been communicated to function as the secretary on an interim basis, having the signing authority.
The need for appointing an interim secretary was necessitated as secretary Jay Shah took charge as the independent chairman of the International Cricket Council (ICC). Being an independent chairman of the ICC he cannot be associated with another member board.
The first signs of Saikia's elevation was seen recently when he represented the BCCI at the ICC. He attended the recent ICC board meeting in Dubai on December 5, when Shah took charge.I
