Increased limit of maximum torrent piece size

Due to the continued growth of Anthelion—thanks to the contributions of you, the users—we have made a small but meaningful update to our upload rules. Effective immediately, the new maximum file size for .torrent files is 250 KB. After observing this growth and responding to multiple forum requests, the staff has deliberated and concluded that increasing this limit will benefit the site. This change will allow us to support larger total torrent sizes and more manageable piece sizes for content such as 4K remuxes and full disk files.
